Build executes the structural architecture defined by Strategy. It is procedural, non‑interpretive, and non‑discretionary. Build constructs the required artifacts in the sequence and configuration established by the system.

1. Execution Basis

Build operates exclusively on the structural configuration defined by Strategy. No additional inputs, clarifications, or contextual information are incorporated. Execution proceeds without modification.

2. Artifact Construction

Required artifacts are constructed in the order defined by Strategy. Construction is procedural and does not involve interpretation, optimization, or narrative development.

3. Fixed Sequence

Sequence is fixed and reflects structural necessity. Build does not adjust sequence in response to preference, convenience, or external conditions.

4. Fixed Timing

Timing is executed as defined by Strategy. Build does not accelerate, delay, or reorder timing. Timing reflects institutional cycles and structural feasibility.

5. Completion Conditions

Build is complete when all artifacts defined by Strategy have been constructed and deployed. Absence of any required artifact halts progression. Completion is procedural and not subject to review.
